The Regional Support Centre (RSC) Sabaragamuwa, established in 2008 by the National Water Supply and Drainage Board (NWSDB), plays a pivotal role in managing water supply and services across the Rathnapura and Kegalle districts. This centre operates under the leadership of a Deputy General Manager (Sabaragamuwa) and is further supported by an Assistant General Manager (Sabaragamuwa). Its core responsibilities are divided into two distinct operational regions Rathnapura and Kegalla, each overseen by a dedicated Regional Operations and Maintenance (O&M) Manager to ensure efficient and effective water management and service delivery in the area.
As of November 2024, the RSC serves a population of 2,068,861 across a coverage area of 4,968 square kilometres, which includes 29 Divisional Secretariat Divisions and 1,148 Grama Niladhari Divisions. It oversees 163,704 pipe-borne connections, produces 90,000 cubic meters of water daily, and operates 22 water supply schemes. Out of these, 13 schemes are managed by the Regional Manager of Rathnapura, catering to the Rathnapura region, while 9 schemes are managed by the Regional Manager of Kegalle, serving the Kegalle region.
In addition to its core operational functions, the RSC Sabaragamuwa comprises several key sections, including Planning and Coordination (P&C), Planning and Design (P&D), Construction, Non-Revenue Water (NRW), Human Resources (HR), Mechanical and Electrical (M&E), Finance, and Audit. These sections collectively provide essential support services aimed at enhancing the efficiency and reliability of existing water systems. Their responsibilities include maintaining the quality and quantity of water supply, identifying and implementing new projects, and expanding service coverage to meet growing demands. These efforts contribute significantly to the continuous improvement and sustainability of water supply services in the region.
In addition to its operational responsibilities, the RSC undertakes essential services such as planning and designing local projects, planning large-scale projects, rehabilitating and augmenting existing schemes, water resource management at regional and local levels, and billing and revenue collection. With the support of 476 skilled staff members, the RSC Sabaragamuwa ensures sustainable and efficient water supply management, contributing significantly to the development and well-being of the communities it serves.

General Overview of the establishment of Additional General Manager (Central/ North-Western/ Sabaragamuwa) Office in Kandy
The Additional General Manager (Central/ North-Western/ Sabaragamuwa) Office has been established as a zonal Additional General Manager Office in February 2022. Regional Support Centers such as Central, North-Western and Sabaragamuwa comes under the zonal coverage area of Additional General Manager (Central/ North-Western/ Sabaragamuwa) Office. The scope of the establishment of this zonal Additional General Manager (Central/ North-Western/ Sabaragamuwa) Office is to develop and sustain more effective and efficient monitoring and support assistant platform to address the day to day Operational and Administrative issues of Water and Wastewater schemes/ Treatment facilities such as Operation & Maintenance, Commercial Matters, Planning & Design, Development, Construction, Rehabilitation (RH) & Non Revenue Water (NRW) matters, Major Development Projects, Electro Mechanical (M&E and Information Technology (IT) and Human Resources Management (HRM) etc of those RSCC as an intermediate entity to coordinate with National Water Supply & Drainage Board – Head Office, Ministry and other Private / Government organizations.
In other words, Additional General Manager (Central/ North-Western/ Sabaragamuwa) zone comprises of three Regional Manager Zones under Regional Support Center (Central) such as Central East, Central North & Central South to fulfill the Treated water supply service coverage in Kandy, Matale and Nuwara Eliya districts. Similarly, there are two Regional Manager Zones under Regional Support Center (North-Western) such as Kurunegala and Puttalam which serves the pipe born drinking water facility to Kurunegala and Puttalam districts. Further, Kegalle and Ratnapura Regional Manager Zones of Regional Support Center (Sabaragamuwa) are in force to fulfill the pipe born drinking water facility to Kaglle and Ratnapura districts.
In the sense of Geographical administrative point of view, overall service coverage under Additional General Manager (Central/ North-Western/ Sabaragamuwa) zone is about one third of the total Island.
As at 30th June 2023, total number of treated water supply connections were more than 600,000. This service coverage is more than 20% of the all Island National Water Supply & Drainage Board service coverage.
