About Us :
The Tenders and Contracts (T&C) Section of the National Water Supply & Drainage Board (NWS&DB) is responsible for managing the all procurement activities at the Department Procurement Committee (DPC) level, ensuring the efficient acquisition of goods, works, and services. The section is headed by the Assistant General Manager (AGM-T&C) and supported by Chief Engineers and other staff, the section reports directly to the General Manager of NWS&DB. It plays a crucial role in ensuring a streamlined, transparent, and accountable procurement process. Further coordinate with Ministry in handling the procurement relevant to the Ministry Procurement Committee (MPC), High-Level Committee (HLPC), and Standing High-Level Procurement Committee (SHLPC).
The section serves as a key link between the NWS&DB and external entities (such as suppliers, contractors, and service providers), ensuring a smooth and transparent process throughout the entire procurement lifecycle.

Key Functions and Responsibilities of the Tenders and Contracts Section
- The section oversees and manages all Department Procurement Committee (DPC) level procurement activities related to the supply of goods, works and services needed for the operations and projects of the NWS&DB. This includes appointment of Bid Evaluation Committees (BECs), Obtaining Calling Approval from DPC, Procurement Publishing, Issuing procurement documents, Bid Opening, Issuing Addendums/ Clarifications/ Time extensions, Obtaining DPC approval for awarding /recalling /cancelling bids, Issuing Letter of Acceptance Agreement preparation and signing while maintaining a comprehensive document for each bid
- Co-coordinating the Ministry Procurement Committee (MPC)/ High Level Procurement Committee (HLPC) and Standing High Level Procurement Committee(SHLPC) with the Ministry and NWSDB
- It ensures that all tendering and contracting processes are conducted with the utmost transparency. The section follows clear, predefined procedures and standards to ensure fairness, integrity, and accountability in all procurement actions.
- Regular reports and updates are provided to senior management and external stakeholders, ensuring accountability in the allocation and spending of public resources.
- After the bid submission deadline, received bid will be handed over to the BEC for the evaluation based on pre-established criteria, including price, quality, capability, and compliance with the specifications.
- The section ensures that the most suitable and qualified bidder is awarded the contract, thus securing the best value for money for the NWS&DB.
- Before a bid is awarded, the Tenders and Contracts Section plays a role in negotiating and finalizing the terms and conditions of the contract. It ensures that the contract is legally sound, meets the NWS&DB’s requirements, and protects the board’s interests.
- The section ensures that all procurement activities follow applicable national laws, procurement regulations, and international standards.
- It works closely with legal teams to ensure that contracts are legally compliant and that there are no legal risks involved in the procurement process.
- It identifies and mitigates potential risks associated with procurement activities, such as financial, operational, or legal risks. This involves conducting due diligence on bidders, ensuring proper contract safeguards, and proactively addressing any issues that arise.
- The section is responsible for maintaining accurate records and documentation of all procurement and contracting activities. This includes keeping detailed records of bid submissions, evaluations, contract awards, and any correspondence related to procurement.
- Such documentation ensures that the NWS&DB can provide an audit trail and accountability in case of internal or external audits.

After the completion of an awarding of a bid by the Tender & Contracts section, It will be published on the National Water Supply and Drainage Board Website.

If you are interested in the bid, you can visit the Tenders and Contracts Section at Ratmalana Head office and collect the bid documents on payment of the non refundable tender fee.
General Procurement Information
- Procurement documents will be issued on production of a letter of request for documents on a business letterhead.
- Procurement documents may be inspected free of charge at the place of issuing documents during normal working hours.
- Procurement documents can be collected between 09:00 hours to 15:00 hours on normal working days up to day before the closing date.
- Bids will be opened soon after closing in the presence of the bidder’s authorized representatives who choose to attend. Late bids will be returned unopened.
- Bidders are advised to ensure that they possess required financial and technical capabilities, as stipulated in the instructions to bidders and conditions of bid of respective bidding document
